Upon his release, Frank White surveys the city he plans to control, reconnecting with his old crew and his loyal right-hand man, Jimmy Jump (Laurence Fishburne). White swiftly takes out rivals from various criminal organizations, including the Colombian cartel, the Chinese Triad, and the Italian mafia. His brutal approach to regaining power is paired with an effort to reform through philanthropy, as he intends to fund a hospital for the needy using profits from his illicit activities.
However, his quest for legitimacy is marred by his ruthless nature. Meanwhile, a trio of determined detectives—Victor Argo, David Caruso, and Wesley Snipes—pursues him, each with their own agendas.
